Phase II for the new Central Administration Building

Mehlville School District is requesting proposals for Phase II of the New Central Administration Building. Proposals are due on or before Thursday, September 26, 2024 by 2 p.m. at the Mehlville Maintenance facility located at 69 Randolph Place, St. Louis, Missouri 63125, where bids will be publicly opened.

A pre-bid conference will be held Tuesday, September 3, 2024, 2 p.m. at New Central Administration Building for all prospective bidders. All prospective bidders are encouraged to attend the pre-bid conference. Site inspections before or after this date shall be arranged through Mike Gegg at (314-467-7870), minimum of 24 hours notice in advance of the inspection. Contractors are responsible for field verifying all conditions and dimensions.

Contract documents will be available on August 29, 2024, after 10 a.m. for a refundable deposit of $50. Checks to be made out to Mehlville School District. Documents will be available through County Blue; call 314- 961-3800 to arrange for documents. For project related questions, please contact BLDD-DHA Architects (Stan Hampton at [email protected]).

Current certificate of insurance naming the School District, and BLDD-DHA Architects as additional insured shall be issued upon notice to proceed. 5% Bid bonds will be required with the bid along with Performance and Payment Bonds with the successful bidder. Insurance certificates shall include automobile, workers' compensation, and general liability coverage. The Owner may accept or reject any and all bids for any reason.

The work consists of Phase II interior renovation of the New Central Office Building located at 2900 Lemay Ferry Road, St. Louis, Missouri 63125.

Elevator Equipment For MOSAIC  Elementary School

Mehlville School District is requesting proposals for Elevator Equipment for MOSAIC Elementary School, located at 3701 Will Avenue St Louis, Missouri 63125. Proposals are due on or before Thursday, August 8, 2024 by 2:00 p.m. at the Mehlville Maintenance facility located at 69 Randolph Place, St. Louis, Missouri 63125, where bids will be publicly opened.

A pre-bid conference will be held Tuesday, July 23, 2024, - 2:00 p.m. at MOSAIC Elementary School for all prospective bidders. All prospective bidders are encouraged to attend the pre-bid conference, but it is not mandatory. Site inspections before or after this date shall be arranged through Mike Gegg at (314-467-7870), minimum of 24 hours' notice in advance of the inspection. Contractors are responsible for field verifying all conditions, and dimensions.

Contract documents will be available on July 18, 2024 for a refundable deposit of $50.00. Checks to be made out to Mehlville School District. The intent of this bid package is to procure elevator equipment now for installation at the MOSAIC Elementary School during the summer of 2025 (see schedule in Division 1, General Requirements, Section 01100). Therefore, the Mehlville School District intends to enter into a contract with the elevator supplier immediately to place the elevator equipment on order in time to meet the aforementioned construction schedule. This contract will be assigned to the general contractor upon award of the general building package.

Summer 2025 - HVAC Upgrades (Bid #Q-1465)

Section 1 - Notice to Bidders:
Sealed bids will be received (and subsequently publicly opened) for 2025 HVAC Upgrades Project for Blades Elementary School, John Carey ECC, Oakville Middle School, Oakville High School, Rogers Elementary School, Trautwein Elementary School, and Washington Middle School no later than exactly 1:30 p.m. on September 17, 2024 at the Mehlville School District Facilities/Operations Office, 69 Randolph Place, St. Louis, MO 63125. 

The work shall be completed by a qualified mechanical contractor who shall submit a turn-key proposal for the Design/Build HVAC work for retrofit systems installation work at Blades Elementary School, John Carey ECC, Oakville Middle School, Oakville High School, Rogers Elementary School, Trautwein Elementary School, and Washington Middle School as specified and as required by code. Only Design-Build contractors meeting the requirements within the specifications will be considered as qualified bidders.

A Mandatory Attendance pre-bid conference will be held at 1:30 p.m. on Tuesday, July 30, 2024 at Oakville High School, 5557 Milburn Rd, St. Louis, MO  63129. 

Bidders must provide, with the bid, a Bid Bond in the amount of 5% of the proposed contract sum. No cashier checks allowed. 

All Bidders whose bids are in excess of $5,000.00 must provide with their bid the Federal Work Authorization Program (“FWAP”) Affidavit of Compliance and Verification Form with respect to employees working in connection with the contracted services, affirming enrollment in a FWAP.  

Proposals shall be submitted on the forms provided by the Mehlville School District.  No other type of submittal will be considered.  Proposals shall be enclosed in an opaque envelope, sealed and plainly marked "Proposals for Mehlville – Blades Elementary School, John Carey ECC, Oakville Middle School, Oakville High School, Rogers Elementary School, Trautwein Elementary School, and Washington Middle School - HVAC Upgrades Project (Bid #1465)” and mailed or delivered to Mehlville School District, Facilities / Operations Office Building, 69 Randolph Place, St. Louis, MO 63125. 

No proposal can be withdrawn after the time set for the receiving of proposal and pending consideration and action upon same by the Board of Education.  In no event, however, will action upon proposals be deferred beyond forty-five (45) days from the date hereinbefore set forth for receiving of same.

The Board of Education reserves the right to accept or reject any or all proposals and to waive technicalities.  The successful contractor will be required to agree to the contract, which will be based on the applicable AIA contract, prepared by Mehlville School District for the project.


Performance & Payment Bonds

Payment and Performance Bonds in the amount of 100% of the proposal will be required by the successful primary contractor using sub-contractors. The cost of the bonds will be the responsibility of the selected contractor.
