Prop A (2016)

Mehlville School District voters approved Prop A in April 2016. Without raising the tax rate, Prop A generated revenue to replace roofs and HVAC. Prop A redirected 4 cents from the debt service levy to the operating levy and was set to expire in 10 years.

The first Prop A tax levy was the fall of 2016, which generated revenue for the 2016-2017 school year. Revenue from Prop A is restricted to the Capital Fund to be used for roofing and HVAC
expenses. The majority of Prop A has been used for roofing.

Through the years with Hancock Amendment adjustments, the original 4-cent levy that started in 2016 dropped to 3.26 cents in 2024. Prop A expires after the fall 2025 tax levy,
which generated funds for the 2025-2026 school year.

2016 Prop A Ballot Language

Shall the Board of Education of the Mehlville R-9 School District, St. Louis County, Missouri, be authorized to increase the operating tax levy of the District by $0.04 per $100 of assessed valuation for the next ten years (10 year period of 2016 through 2025) for the purpose of paying costs of the repair and replacement of roofs and HVAC systems resulting in the estimated total tax levy of the District remaining unchanged due to an expected reduction of $0.04 per $100 of assessed valuation to the debt service levy of the District?  If this proposition is approved, the adjusted operating levy of the District is estimated to be $4.2288 per $100 of assessed valuation.
